MINUTES
MONDAY, FEBRUARY 8, 1999


 The Town of Grand Bay-Westfield Council met in a regular session on Monday, February 8, 1999 at 7:40 p.m. with Mayor Losier presiding.

2.     RECORD OF ATTENDANCE

        All members were in attendance.

3.     DISCLOSURE OF CONFLICT OF INTEREST
       Councillor McGowan declared a conflict of interest with the following items from Bills for

5.1   PUBLIC PRESENTATION
        RE:  RIVER VALLEY SENIOR CITIZENS – 1999 DONATION
        RE:  CENTRUM – GEORGE WELLS, PRESIDENT ATTENDING

         George Wells, President and Lillian Bennett, First Vice-President of the River Valley Seniors
         presented Mayor Losier with a cheque for the continued use of the Centrum.

5.2    R.C.M.P. STATISTICAL REPORT
         FOR THE PERIOD JANUARY 6, 1999 – FEBRUARY 3, 1999

         Cpl. Harold Matthews presented the January 6, 1999 – February 3, 1999 Statistics Report.
         It was noted the Works Commissioner will contact the Province regarding a yield sign located
         at the intersection of Highway # 7 and Highway #102; the sign contravenes with
         the Motor Vehicle Act as per information from Cpl. Matthews.

         It was noted the RCMP will advertise their Thursday evening office hours to the public to
         ensure residents are aware their offices are open on Thursday evening.

6.      MINUTES OF REGULAR COUNCIL MEETING OF JANUARY 25, 1999

         Councillor Calvin moved to adopt the minutes of the regular Council meeting of
         January 25, 1999 as presented.
         Seconded by Councillor McGowan.
         Carried.
 

6.1     MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF JANUARY 4, 1999

          Councillor Keir moved to receive and file the minutes of the Planning Advisory Committee
          meeting of January 4, 1999.
          Seconded by Deputy Mayor Black.
          Carried.

6.2     MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF JANUARY 13, 1999

          Councillor McGowan moved to receive and file the minutes of the Planning Advisory
          Committee meeting of January 13, 1999.
          Seconded by Councillor Calvin.
          Carried.

7.       BILLS FOR PAYMENT

          Councillor McGowan departed the meeting due to a stated conflict of interest.
          Councillor Keir moved to approve the following items from Bills for Ratification:

         Seconded by Councillor Sutton.  Carried.
         Councillor McGowan rejoined the meeting.

         Councillor Keir moved to pay the Bills for Payment enbloc for a total of  $ 93,275.20
         and approve the remaining Bills for Ratification for a total of  $ 108,563.24,
         Grand Total  $ 201,838.44.

         Seconded by Deputy Mayor Black.
         Carried.

         d) Works Department Report for the Month of January, 1999
         e) Volunteer Fire/Rescue Department  Report for the Month of  January, 1999

     Seconded by Councillor Sutton.
     Carried.

          Councillor Sutton moved reading by section titles only of By-law No. 15,
          Town of Grand Bay-Westfield Municipal Plan By-law.

          Seconded by Councillor McGowan.
          Carried unanimously.

12.2   THIRD READING BY TITLE AND ENACTMENT OF BY-LAW NO. 15,
          TOWN OF GRAND BAY-WESTFIELD MUNICIPAL PLAN BY-LAW

          Councillor McGowan moved third reading by Title and Enactment of By-law No. 15,
          Town of Grand Bay-Westfield Municipal Plan By-law.

          Seconded by Councillor Sutton.
          Carried.

          By-law No. 15 was read a third time and enacted.

12.3   READING BY SECTION TITLES ONLY OF BY-LAW NO. 16,
          TOWN OF GRAND BAY-WESTFIELD ZONING BY-LAW

          Councillor Sutton moved reading by section titles only of By-law No. 16,
          Town of Grand Bay-Westfield Zoning By-law.

          Seconded by Deputy Mayor Black.
          Carried unanimously.

          By-law No. 16 was read by section titles only.
 

12.4   THIRD READING BY TITLE AND ENACTMENT OF BY-LAW NO. 16,
          TOWN OF GRAND BAY-WESTFIELD ZONING BY-LAW

          Councillor McGowan moved third reading by Title and Enactment of By-law No. 16,
          Town of Grand Bay-Westfield Zoning By-law.

           Seconded by Councillor Keir.
           Carried.

            Councillor Calvin moved first reading by Title of By-law No. 15A,
            Amendment to By-law No. 15, Town of Grand Bay-Westfield Municipal Plan By-law.

            Seconded by Councillor McGowan.
            Carried.

         Deputy Mayor Black moved to forward a copy of Irvin Bruhier’s report of September 27, 1998

         Seconded by Councillor Keir.

        Councillor Keir moved to receive and file the Provincial Planning Appeal Board Decision
        of November 5, 1998
        Re:  Elizabeth Roach File 183.

        Seconded by Councillor Sutton.
        Carried.
 

16.   REPORT OF JANUARY 26, 1999 FROM TOWN MANAGER
       RE:  APPOINTMENT TO BOARD OF DIRECTORS
                FOR RIVER VALLEY COMMUNITY ACCESS CENTER

        Councillor McGowan moved to appoint Councillor Everett Calvin as the Town representative
        on the River Valley Community Access Center Board effective February 9, 1999.

        Seconded by Deputy Mayor Black.
        Carried.

17.   LETTER OF JANUARY 25, 1999 FROM GODFREY ASSOCIATES LTD.
        RE:  FINAL COMPLETION OF PROJECT NO. 010-080
                 CONCRETE CURB & GUTTER, SIDEWALK AND LIGHTING

        Councillor Keir moved to pay Nautilus Construction and Rentals Ltd., Project No. 010-080,
        Final Completion, Concrete Curb & Gutter, Sidewalk and Lighting
        in the amount of $4,683.38.

        Seconded by Deputy Mayor Black.
        Carried.

18.   LETTER OF JANUARY 20, 1999 FROM HENSON COLLEGE
        RE:  CONTRIBUTION TO THE MUNICIPAL ENDOWMENT FUND IN 1999

        Councillor Keir moved to receive and file letter of January 20, 1999 from Henson College
        Re:  Contribution to the Municipal Endowment Fund in 1999.

        Seconded by Councillor McGowan.
        Carried.

19.   REPORT OF JANUARY 27, 1999 FROM TOWN MANAGER
        RE:  APPOINTMENT TO BEAUTIFICATION COMMITTEE

        Deputy Mayor Black moved to appoint Shirley James to the Beautification Committee
        as a voting member effective February 9, 1999.

        Seconded by Councillor McGowan.
        Carried.
 

20.   MEMORANDUM OF FEBRUARY 1, 1999 FROM FIRE CHIEF
        RE:  AUTOMATIC DOOR OPERATORS FOR FIRE STATION NO. 1

        Councillor Calvin moved to concur with the recommendation of the Fire Chief in his
        Memorandum of February 1, 1999 in that authorization is granted to purchase automatic door
        operators for Station No. 1 from Apex for a price of $834.00, being the low bid.

        Seconded by Councillor Keir.
        Carried.

21.   REPORT OF JANUARY 19, 1999 FROM TOWN MANAGER
        RE:  ANNUAL BONDING FOR TOWN OF GRAND BAY-WESTFIELD

        Councillor Keir moved to receive and file report of January 19, 1999 from Town Manager
        Re:  Annual Bonding for Town of Grand Bay-Westfield.

        Seconded by Councillor Sutton.
        Carried.

22.  LETTER OF JANUARY 20, 1999 FROM THE LOWER ST. JOHN RIVER
       PROMOTION ASSOCIATION
       RE:  TOURISM MAP

       Deputy Mayor Black moved to pay $125 for advertising in the Lower St. John River Promotion
       Association’s map brochure for 1999-2000.

       Seconded by Councillor Sutton.
       Carried.

23.  LETTER OF NOVEMBER 17, 1998 FROM THE KIDNEY FOUNDATION OF CANADA
       RE:  MARCH DRIVE

       Councillor McGowan moved to refer letter of November 17, 1998 from the Kidney Foundation
       of Canada Re:  March Drive to the Special Events Committee.

       Seconded by Councillor Calvin.
       Carried.

       It was noted that Kidney Foundation volunteers would be in the area during the month of March
       for the Kidney Foundation’s March Drive.

24.  MEMORANDUM OF JANUARY 19, 1999 FROM UNION OF THE MUNICIPALITIES OF
       NEW BRUNSWICK
       RE:  1999 UMNB MEMBERSHIP

       Councillor Calvin moved to join the UMNB for 1999 and pay the Annual Membership dues
       of $2,250.00.

       Seconded by Deputy Mayor Black.
       Carried.

25.   REPORT OF FEBRUARY 3, 1999 FROM WORKS COMMISSIONER
        RE:  MUNICIPAL KILOMETRAGE MAINTENANCE RESPONSIBILITY AGREEMENT

        Councillor Keir moved to concur with the recommendation of the Works Commissioner in
        his report of February 3, 1999 in that the Municipal Kilometrage Maintenance Responsibility
        Agreement for 1999 dated January 19, 1999 be executed by the Town Manager.

        Seconded by Councillor Calvin.
        Carried.

26.   SPECIFICATIONS FOR VOLUNTEER FIRE DEPARTMENT RESCUE TRUCK
        FOR APPROVAL BY COUNCIL

       Councillor Calvin moved to approve the specifications as presented for a Fire Rescue Truck
       and to start the (National) Public Tender Process.

       Seconded by Councillor Sutton.
       Carried.

        It was noted staff would determine if other Municipalities were ordering fire vehicles in 1999.

27.  REPORT OF FEBRUARY 4, 1999 FROM TOWN MANAGER
       RE:  1999 GENERAL CAPITAL FUND – BORROWING

       Councillor Sutton moved that the Town of Grand Bay-Westfield submit to the Municipal Capital
       Borrowing Board an application for authorization to borrow for capital expenses for the following:

       Seconded by Councillor Keir.
       Carried.
