COUNCIL MEETING
MINUTES
AUGUST 12, 1997

The Town of Grand Bay-Westfield met in a regular meeting on Tuesday, August 12, 1997 at 7:30 p.m. at the Village of Westfield Municipal Building with Mayor Losier presiding.

5.1 CORRESPONDENCE OF AUGUST 1, 1997 FROM WESTFIELD FIRE MANAGEMENT BOARD

John Stears and Bob Cromwell of the Westfield Fire Management Board offered comments concerning the Board's correspondence of August 1, 1997. Mayor Losier thanked Mr. Stears and Mr. Cromwell for their presentation and advised their comments would be given careful consideration.

Councillor Keir moved to add the following item to the agenda as item 19a: Selection of a Meeting Date and Location for the next Grand Bay-Westfield Council Meeting.

Seconded by Councillor Calvin. Carried unanimously.

6. MINUTES OF INAUGURAL MEETING OF JULY 8, 1997

Councillor Calvin moved to adopt the minutes of the Inaugural Meeting of July 8, 1997 as presented.

Seconded by Councillor Keir. Carried.

6.1 MINUTES OF SPECIAL COUNCIL MEETING OF JULY 21, 1997

Deputy Mayor Black moved to adopt the minutes of the Special Council Meeting of July 21, 1997 as presented.

Seconded by Councillor Calvin. Carried.

7. BILLS FOR PAYMENT

Councillor Calvin moved to pay the Bills for Payment enbloc for a total of $883.87.

Seconded by Deputy Mayor Black. Carried.

9. BUSINESS ARISING FROM MINUTES

a) Minutes of Inaugural Meeting of July 8, 1997

b) Minutes of Special Council Meeting of July 21, 1997

Councillor Sutton noted item No. 5, page 2 of the Special Council Meeting Minutes that $150,000 in borrowing approved by Grand Bay-Westfield Council for street work in Westfield was the original amount that was allocated for street work and was part of the rationale in denying the $66,000 which was further requested from the Machinery and Equipment Fund.

Councillor Calvin moved First Reading, by Title, of By-law No. 1, Town of Grand Bay-Westfield Procedural By-law.

Seconded by Councillor Keir. Carried.

By-law No. 1 was read a first time by title.

10.2 SECOND READING, BY TITLE, OF BY-LAW NO. 1, TOWN OF GRAND BAY-WESTFIELD PROCEDURAL BY-LAW

Councillor Calvin moved Second Reading, by Title, of By-law No. 1, Town of Grand Bay-Westfield Procedural By-law.

Seconded by Councillor Keir. Carried.

By-law No. 1 was read a second time by title.

11. MEMORANDUM OF JULY 18, 1997 FROM GRAND BAY POLICE CHIEF RE: EMERGENCY POWER SUPPLY FOR POLICE RADIO EQUIPMENT

Councillor Keir moved to table memorandum of July 18, 1997 from Grand Bay Police Chief Re: Emergency Power Supply for Police Radio Equipment until the Policing Study is completed.

Seconded by Deputy Mayor Black. Carried.

12. LETTER OF JULY 23, 1997 FROM UNION OF NEW BRUNSWICK MUNICIPALITIES RE: INVITATION TO ATTEND 1997 ANNUAL GENERAL CONFERENCE

Councillor Keir moved to forward a letter to Yvonne Gibb, Executive Director of the Union of Municipalities of New Brunswick and invite her to meet with Council at the next Council meeting.

13. LETTER OF MAY 23, 1997 FROM FEDERATION OF CANADIAN MUNICIPALITIES RE: COMMUNITY LEADERS PARTNERSHIP PROGRAM (CLPP) - REFERRED BY MAYOR FENWICK OF THE TOWN OF GRAND BAY

Councillor Keir moved to receive and file letter of May 23, 1997 from Federation of Canadian Municipalities Re: Community Leaders Partnership Program (CLPP).

Seconded by Councillor Sutton. Carried.

14. WORKS COMMISSIONER'S REPORT OF JUNE 17, 1997 RE: SELLING LAND FOR PUBLIC PURPOSES/RELEVANT FILE DATA - REFERRED BY TOWN OF GRAND BAY COUNCIL

Councillor Keir moved to forward Mr. Garland a letter stating that the Town is interested in selling the land but with all the complications involved with two Councils for the next five months, it would be easier to deal with this matter after January 1, 1998.

Seconded by Councillor McGowan. Carried.

15. LETTER OF MAY 7, 1997 FROM RIVER VALLEY LIONS RE: RIVER VALLEY LIONS COMMUNITY CENTER - REFERRED BY TOWN OF GRAND BAY COUNCIL

Councillor McGowan moved that the request from the River Valley Lions for a Computer Area at the Lions Building be denied at this time with a letter of explanation forwarded to the River Valley Lions.

Seconded by Councillor Calvin. Carried.

16. LETTER OF MAY 12, 1997 FROM SOLICITOR GENERAL JANE BARRY RE: NEW BRUNSWICK POLICING STANDARDS - REFERRED BY TOWN OF GRAND BAY COUNCIL

Councillor Calvin moved to receive and file letter of May 12, 1997 from Solicitor General Jane Barry Re: New Brunswick Policing Standards.

Seconded by Councillor Keir. Carried.

17. TOWN OF GRAND BAY-WESTFIELD DRAFT DOCUMENTS RE: TRANSITIONAL COMMITTEES

Councillor Keir moved to adopt the Terms of Reference for the Coat of Arms Committee as presented and appoint two members as Co-Chairs, being Mayor Grace Losier and Westfield Deputy Mayor Linda Aiton.

Seconded by Councillor Calvin. Carried.

Councillor McGowan moved to adopt the Terms of Reference for the By-law Review Committee as presented and appoint four members, being Deputy Mayor Gerald Black and Councillor Sutton as Co-Chairs with Larry Chapman, Grand Bay Planning Advisory Committee Chairman and Ralph Stevens, Westfield Planning Advisory Committee Chairman as additional members.

Seconded by Councillor Sutton. Carried.

Councillor Sutton moved to adopt the Terms of Reference for the Waste Watch Committee as presented and appoint Councillor Calvin as a Co-Chair with the appointment of a second Co-Chair to be made at another time.

Seconded by Councillor Keir. Carried.

Councillor Keir moved to appoint Councillor Calvin as the Town of Grand Bay-Westfield appointee to the Fundy Region Solid Waste Commission as of January 1, 1998.

Seconded by Councillor Sutton. Carried.

Deputy Mayor Black moved to adopt the Terms of Reference for the Communication Systems/Dispatch Review Committee as presented and appoint Councillor McGowan and Councillor Keir as Co-Chairs.

Seconded by Councillor Sutton. Carried.

Councillor Calvin moved to appoint Gary McKay of Grand Bay and David Wilson of Westfield to act as Co-Chairs of the Emergency Measures Committee.

Seconded by Councillor Keir. Carried.

Councillor Sutton moved to adopt the Terms of Reference for the Insurance Review Committee as presented and appoint Mayor Peter Fenwick of Grand Bay as Co-Chair along with another Co-Chair to be appointed at another time.

Seconded by Councillor Calvin. Carried.

Councillor McGowan moved to appoint full Council and the Town Manager for the Policing Services Committee, noting input will be sought from residents and others.

Seconded by Councillor Keir. Carried.

Councillor Calvin moved to appoint full Council and the Town Manager to the Fire Protection Services Committee, noting input will be sought from residents, volunteers, and others.

Seconded by Councillor Sutton. Carried.

18. TOWN OF GRAND BAY-WESTFIELD WORK PLAN - PAGE 4 - COMMUNICATION STRATEGY

Councillor Sutton moved to appoint Mayor Losier as media spokesperson for the Town of Grand Bay-Westfield and to appoint Deputy Mayor Black as an alternate.

Seconded by Councillor McGowan. Carried.

19. LETTER OF JULY 10, 1997 FROM PAUL TONER, CHAIRMAN, GRAND BAY EMERGENCY MEASURES COMMITTEE RE: EMERGENCY MEASURES, INTEGRATION OF PLANS AND COMMITTEES

Councillor Calvin moved to forward the letter of July 10, 1997 from Paul Toner, Chairman Grand Bay Emergency Measures Committee Re: Emergency Measures, Integration of Plans and Committees to the new Emergency Measures Committee Co-Chairs.

Seconded by Deputy Mayor Black. Carried.

19a. SELECTION OF A MEETING DATE AND LOCATION FOR THE NEXT GRAND BAY-WESTFIELD COUNCIL MEETING

Councillor Calvin moved that the next meeting of the Grand Bay-Westfield Council be held on Monday, September 8, 1997 in the Council Chambers in Grand Bay.

Seconded by Councillor Keir. Carried.
