The Town of Grand Bay-Westfield Council met in regular session on Monday, March 23, 1998 at 7:35 p.m. with Deputy Mayor Black presiding.
 
Councillor Keir moved to add the following item to the agenda as item No. 21.a:

Councillor Sutton moved to add the following item to the agenda as item No. 21.b:

All members were in attendance with the exception of Mayor Losier.
Councillor Keir moved to pay Mayor Losier in her absence.

Councillor Sutton moved to adopt the minutes of the regular Council meeting of March 9,1998 as presented.

Councillor McGowan moved to ratify the Telephone Poll of March 16, 1998 Re:Council’s Representative on the Regional Economic Development Commission in that Mayor GraceLosier be appointed for a term of three years as Council’s representative on the Regional Economic Development Commission.

Seconded by Councillor Calvin. Carried.

Councillor Keir moved to ratify and have read the Telephone Poll of March 17, 1998 Re: Town’s Representative on the Regional Economic Development Commission in that Diane Bormke be appointed for a term of one year as the Town’s representative on the Regional Economic Development Commission.

Seconded by Councillor Calvin. Carried.

Telephone Poll of March 17, 1998 was read.

Councillor Keir moved to ratify Telephone Poll of March 16, 1998 Re: Letter to Hon. J. E. Lockyer concerning Regional Economic Development Commission in that authorization be granted to forward draft letter dated March 16, 1998 to Hon. J. E. Lockyer.

6.4    MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF MARCH 2, 1998
 

Councillor McGowan moved to receive and file minutes of the Planning Advisory Committee meeting of March 2, 1998.

Seconded by Councillor Sutton. Carried.

Councillor Keir moved Councillor Calvin assume the Chair in the absence of Deputy Mayor Black.

Seconded by Councillor Sutton. Carried.

Deputy Mayor Black departed the meeting due to a stated conflict of interest.

Councillor Keir moved to approve the following items from Bills for Ratification:

Deputy Mayor Black rejoined the meeting and resumed the Chair.

Councillor Calvin moved to pay the Bills for Payment enbloc for a total of $90,495.58 and approve the remaining Bills for Ratification for a total of $21,295.68, Grand Total $111,791.26.

Councillor Sutton moved to pay Huestis Insurance invoices for Accident & Sickness Policies #9222893 and #9222894.

Seconded by Councillor Keir. Carried.

Councillor Calvin moved whereas municipal governments are major public agents for providing services, programs and facilities to maintain and enhance the quality of life for all Canadians; and

Whereas municipal governments require the powers to provide good government and services to local residents now and in the future;

Therefore that every municipal government will, by way of provincial/territorial legislation and eventual amendments to the Canadian constitution,
 

1. be an order of government,

2. be autonomous,

3. act on every matter within its financial competence that is not expressly excluded from its responsibility,

4. have adequate powers and financial and legal resources
 

(a) to ensure good government and services locally,

(b) to meet existing and future community needs,

(c) to apply creative, innovative and entrepreneurial solutions,

(d) which cannot be altered unilaterally by other orders of government,
 

5. require other orders of government to comply with the municipal government’s validly exercised authority,

6. have access to alternative dispute resolution mechanisms to resolve harmoniously disputes with other orders of government through out of court facilities,

7. be accessible, democratic and accountable;

8. have discretion to refuse to take on what were previously responsibilities of other orders of government, or to agree to take on such responsibilities only in return for new financial or other resources in relation to these responsibilities.

and further moved that a copy of the resolution be forwarded to FCM, the Provincial Government, and the Federal Government.

Councillor McGowan moved to receive and file River Valley Community Center Foundation Inc. Financial Statements for the year ending December 31, 1997.

Councillor McGowan moved to forward memorandum from the Canadian Red Cross per Greg Forestell, Field Associate, Community Response dated March 5, 1998 Re: Emergency Services Agreement to the EMO Chair, Gary McKay.

Seconded by Councillor Sutton. Carried.

Councillor Sutton moved to appoint Grace Losier and Diane McGowan as Council’s representatives on EMO.

Councillor Keir moved to refer letter dated March 4, 1998 from Scott Sommerville, Natural Lawn of Canada Re: Lawn Care to the Recreation Director for information.

Councillor Keir moved to concur with the recommendation of the Recreation Director in his report of March 18, 1998 in that we invite three quotes from Electrical Engineering firms to prepare the tender package for the proposed baseball/softball field lighting project.

Councillor McGowan moved to engage and confirm Constable Jeffrey Lewis Cole as a permanent full time employee of the Town of Grand Bay-Westfield as of March 31, 1998.

Councillor Sutton moved to donate $300 to Dale Harrison for the National Figure Skating Competition being held in Toronto from March 28th - April 2nd as per former Town of Grand Bay’s policy.
