MONDAY, APRIL 27, 1998

The Town of Grand Bay-Westfield Council met in regular session on Monday, April 27, 1998 at 7:45 p.m. with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

All members were in attendance with the exception of Councillor McGowan.   Councillor Keir moved to pay Councillor McGowan in her absence.   Seconded by Councillor Calvin. Carried.   It was with unanimous consent that the following two items were added to the agenda as No. 5.b and 30.a.

4. PUBLIC HEARINGS None 5. PUBLIC PRESENTATIONS a) Sergeant Doug Lockhart Re: Grand Bay-Westfield Policing   Sergeant Doug Lockhart, Acting Commanding Officer, RCMP District 3 Detachment provided Council with an overview of Policing Operations from April 1st to date and submitted handouts to Council containing various statistics for the period.   b) Letter of April 22, 1998 from Margaret Brown, Greenwich
Flood Relief Fund Re: Donation   Councillor Keir moved to refer letter of April 22, 1998 from Margaret Brown, Greenwich Flood Relief Fund to the Recreation Director for information regarding rental fee for of the Centrum for a benefit bingo.   Seconded by Councillor Calvin. Carried.  
6. MINUTES OF REGULAR COUNCIL MEETING OF APRIL 14, 1998 Councillor Sutton moved to adopt the minutes of the Regular Council meeting of April 14, 1998 as presented.   Seconded by Councillor Keir. Carried.   6.1 TELEPHONE POLL OF APRIL 9, 1998 RE: RIVER VALLEY COMMUNITY CENTER Councillor Calvin moved to ratify Telephone Poll of April 9, 1998 Re: River Valley Community Center in that authorization be granted to sponsor the River Valley Community Center for two 1998 community fund raiser dances for $200.   Seconded by Deputy Mayor Black. Carried.   6.2 TELEPHONE POLL OF APRIL 17, 1998 RE: AUTHORIZATION FOR THE FIT ALLEY RIVER VALLEY FUN RUN COMMITTEE TO USE MUNICIPAL PROPERTY AT 150 NEREPIS ROAD FOR FIREWORKS ON JULY 1, 1998 Councillor Calvin moved to ratify the Telephone Poll of April 17, 1998 Re: Authorization for the Fit Alley River Valley Fun Run Committee Request in that authorization be granted for the Fit Alley River Valley Fun Run Committee to use municipal property located at 150 Nerepis Road for fireworks activities on July 1, 1998 and authorization also be granted for appropriate signatures on the Fun Run liability waiver.   Seconded by Councillor Keir. Carried.    6.3 TELEPHONE POLL OF APRIL 16, 1998 RE: AUTHORIZATION FOR TRANSFER OF EQUIPMENT TO THE GRAND BAY-WESTFIELD VOLUNTEER FIRE/RESCUE DEPARTMENT Councillor Sutton moved to ratify the Telephone Poll of April 16, 1998 Re: Authorization for Transfer of Equipment to the Grand Bay-Westfield Volunteer Fire/Rescue Department in that authorization be granted for transfer of the following former Police Department equipment to the Grand Bay-Westfield Volunteer Fire Department: one computer system, one fax machine and one copier.   Seconded by Councillor Calvin. Carried.   6.4 TELEPHONE POLL OF APRIL 15, 1998 RE: AUTHORIZATION FOR PAYMENT OF $15,515 TO THE GREATER SAINT JOHN ECONOMIC DEVELOPMENT COMMISSION, INCORPORATED Councillor Calvin moved to ratify the Telephone Poll of April 15, 1998 Re: Authorization for Payment of $15,515 to the Greater Saint John Economic Development Commission, Incorporated in that authorization be granted for payment of $15,515 to the Greater Saint John Economic Development Commission, Incorporated in quarterly payments for the period of April 1, 1998 - December 31, 1998 per correspondence of April 9, 1998 from David G. Barry, Commission Chairperson.   Seconded by Councillor Sutton. Carried.   Deputy Mayor Black assumed the Chair.   Mayor Losier noted that the $15,515 represented the Town’s payment to the Greater Saint John Economic Development Commission for the period April 1, 1998 - December 31, 1998.   Mayor Losier resumed the Chair.   6.5 TELEPHONE POLL OF APRIL 15, 1998 RE: AUTHORIZATION FOR APPROPRIATE SIGNATURES RE: VILLAGE OF WESTFIELD FINANCIAL STATEMENTS Councillor Sutton moved to ratify the Telephone Poll of April 15, 1998 Re: Authorization for Appropriate Signatures for Village of Westfield Financial Statements in that the Town accepts the Village of Westfield Financial Statements for the year ended December 31, 1997 with authorization for appropriate signatures.   Seconded by Councillor Calvin. Carried.   6.6 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF APRIL 6, 1998 Councillor Keir moved to receive and file the minutes of the Planning Advisory Committee meeting of April 6, 1998.   Seconded by Councillor Sutton. Carried.    6.7 MINUTES OF EMERGENCY MEASURES COMMITTEE MEETING OF MARCH 24, 1998 Councillor Calvin moved to receive and file the minutes of the Emergency Measures Committee meeting of March 24, 1998.   Seconded by Councillor Sutton. Carried.   7. BILLS FOR PAYMENT Deputy Mayor Black departed the meeting due to a stated conflict of interest.   Councillor Sutton moved to approve the following items from Bills for Ratification:

Carried.   Deputy Mayor Black rejoined the meeting.   Councillor Keir moved to pay the Bills for Payment enbloc for a total of $40,738.87 and approve the remaining Bills for Ratification for a total of $84,321.91, Grand Total $125,060.78.   Seconded by Councillor Sutton. Carried.   8.   Councillor Keir moved to receive and file report from Assistant Clerk Re: Town of Grand Bay-Westfield Sewerage Utility Accounts Receivable as at April 16, 1998.   Seconded by Councillor Sutton. Carried.    15. LETTER FROM KELLY AND RUTH HANNA DATED APRIL 19, 1998 RE: BURNING BRUSH AND SPRAYING OF LAWNS WITH PESTICIDES Councillor Keir moved to refer letter from Kelly and Ruth Hanna dated April 19, 1998 Re: Burning Brush and Spraying of Lawns with Pesticides to the Recreation Director, Beautification Committee and the By-law Review Committee.   Seconded by Deputy Mayor Black. Carried.   16. LETTER FROM MAX AND SANDRA FREES RECEIVED APRIL 14, 1998 RE: WATER PROBLEMS AT 288 WOOLASTOOK DRIVE Councillor Calvin moved to refer letter from Max and Sandra Frees received April 14, 1998 Re: Water Problems at 288 Woolastook Drive to the 1998 General Capital Budget with a letter to be forwarded to Max and Sandra Frees indicating that work will be done in the area of 288 Woolastook Drive in 1998.   Seconded by Councillor Keir. SHELDON LEE, MINISTER OF TRANSPORTATION DATED APRIL 2, 1998 RE: 1998 PROGRAM FOR IMPROVEMENTS TO PROVINCIALLY DESIGNATED HIGHWAYS, PAVING ROUTE 177 FROM THE SOUTHERN TOWN LIMIT WITH SAINT JOHN TO THE WOOLASTOOK DRIVE AREA Seconded by Councillor Calvin. LETTER OF APRIL 20, 1998 FROM SHERRY BRENEOL, PRESIDENT, HOME AND SCHOOL ASSOCIATION RE: CROSSWALKS Councillor Keir moved to refer letter of April 20, 1998 from Sherry Breneol, President, Home and School Association Re: Crosswalks to the Works Commissioner to forward literature to the Home and School Association regarding Crosswalks and Signage in school areas.   Seconded by Councillor Calvin. MEMORANDUM OF APRIL 23, 1998 FROM EMERGENCY MEASURES COMMITTEE RE: COMMITTEE APPOINTMENT Councillor Calvin moved to receive and file memorandum of April 23, 1998 from Emergency Measures Committee Re: Committee Appointment.   Seconded by Councillor Keir. Carried.   Councillor Calvin moved to concur with the recommendation of the EMO Planning Committee in that Town Manager, Sandra Gautreau be appointed as Director of the EMO Planning Committee.   Seconded by Councillor Sutton. Carried.   24. LETTER OF APRIL 22, 1998 FROM K. WAYNE JOHNSTON, FIIC, OF CRAWFORD-THG RE: FILE NO. 8802-0004J Deputy Mayor Black moved to receive and file letter of April 22, 1998 from K. Wayne Johnston, FIIC, of Crawford-THG Re: File No. 8802-0004J and concur with Mr. Johnston’s comments.   Seconded by Councillor Sutton. Carried.    25. LETTER RECEIVED APRIL 14, 1998 FROM ROBERT POWLESLAND RE: SEWERAGE BACKUPS/MEMORANDUM OF APRIL 24, 1998 FROM WORKS COMMISSIONER Councillor Calvin moved to table letter received April 14, 1998 from Robert Powlesland Re: Sewerage Backups/Memorandum of April 24, 1998 from Works Commissioner until the next Council meeting of May 11, 1998 for further information.   Seconded by Councillor Sutton. Carried.   26. TENDERS RE: COMMUNICATION EQUIPMENT FOR GRAND BAY-WESTFIELD EMERGENCY SERVICES Councillor Calvin moved to award the Communication Equipment Tender 002C-98 for Grand Bay-Westfield Emergency Services to the low bidder, Chandler.   Seconded by Deputy Mayor Black. Carried.   27. LETTERS OF MARCH 16, 25, APRIL 2, 1998 FROM W. D. TODD, DIRECTOR, INFORMATION TECHNOLOGY, PUBLIC SAFETY COMMUNICATIONS CENTRE RE: DISPATCH SERVICES FOR THE TOWN OF GRAND BAY-WESTFIELD It was noted that the volume of calls for Fire Dispatch has been negotiated up from 210 to 250.   Councillor Keir moved to enter into an agreement with the City of Saint John Public Safety Communications Centre per Draft dated April 2, 1998 Re: Dispatch Services for the Town of Grand Bay-Westfield with section 7.01.1 to read 250 calls.   Seconded by Councillor Sutton. Carried.   28. FAX DATED APRIL 22, 1998 FROM RALPH D. POLEY RE: GRAND BAY VOLUNTEER FIRE DEPARTMENT INC./BILL OF SALE Councillor Keir moved to table fax dated April 22, 1998 from Ralph D. Poley Re: Grand Bay Volunteer Fire Department Inc./Bill of Sale pending further information from the Town Solicitor.   Seconded by Councillor Sutton. Carried.   29. RECREATION DIRECTOR’S REPORT OF APRIL 6, 1998 RE: ESTIMATE FOR ELECTRICAL SERVICES RE: BALLFIELD LIGHTING - BROUGHT FORWARD FROM MARCH 23, 1998 Councillor Calvin moved to concur with the recommendation of the Recreation Director in his report of April 6, 1998 in that Kenneth Carson of K.M. Carson Limited be engaged to provide electrical engineering services for the proposed Baseball/Softball Field Lighting project for a fee of $2,500 plus taxes.   Seconded by Councillor Keir. Carried.   30. TOWN MANAGER’S REPORT OF APRIL 24, 1998 RE: 1998 GENERAL CAPITAL FUND - BORROWING Councillor Calvin moved that the Town of Grand Bay-Westfield submit to the Municipal Capital Borrowing Board an application for authorization to borrow for capital expenses for the following: Transportation Services, $200,000 for a term which reflects debt repayment at the end of the year 2004.   Seconded by Councillor Keir. Carried.   30.a LETTER OF APRIL 26, 1998 FROM KIWANIS OF WESTERN KINGS RE: REQUEST Councillor Keir moved to donate a sewage pump and tank that the Town of Grand Bay-Westfield Works Department is no longer using to the Kiwanis Club of Western Kings for their Oak Point Park Campground.   Seconded by Councillor Sutton.
